I googled it myself and found this post (https://www.rallypoint.com/answers/what-does-mli-recommended-e5-step-ncoes-req-mean-on-my-ppw). My situation is similar but different to it. I've been active duty the whole time and I am currently attending BLC. My promotion points are just under this months cut-off. Does this status mean that I would promote after BLC? Or do I still need to make points?

You would need to finish the course, then get the information uploaded into the systems that track it for points and promotions. Once the points have been processed...if you make the cut-off for next go-around, then you're golden.

Junior enlisted promotions have what is called the 26 day rule. You must be fully eligible for promotion on the 26th day of the month prior to the prior month of promotion. That means if you pin December 1st, whatever was listed as your promotion status (BLC complete, points) on October 26th was the information used to determine your promotion status.

The enlisted promotion system goes like this- Be eligible for promotion, compete DLC, be recommended for Promotion, graduate PME, be selected from the OML for your MOS and pin. In that order exactly from E5 through E9.

SFC (Join to see), great "promotion system for dummies" summary! I would "*" "be selected from the OML for your MOS" to state based on availability. E9 is getting loaded in all compos. Some CMFs are running out of pipeline.
