I have a soldier who just had their flag removed after getting reduced from E-5 to E-4. I was tracking that as soon as the flag was removed they would go back on the promotion list and have to make points again. Now I’m being told they will have to go back to the board to get their promotable status first. Will they have to go back to the board?

Short answer: Yes.

Long answer: Para 3-28c of AR 600-8-19* details the different situations where Soldiers are removed from a promotion list. Reduction in grade is one of them (so is a non-summarized Article 15).

Per 3-28g, a Soldier must reappear before a promotion board to be re-integrated onto the promotion recommendation list.
