ALC Phase 1 seat reservation does that mean I will automatically go to Phase 2 and 3? Need help understanding the phases?

SGT April Thomas - I want to explain few things and I don't want to sound like I know it all; I currently work at the AMEDD NCO Academy as the Ops NCO and deal a lot with questions like yours and similar. I'm quite certain that you already are familiar with the new STEP model. If not, I strongly recommend that you learn as much as you can for your benefit as well as your Soldiers. HRC is utilizing that model to schedule NCOs for ALC and SLC (and probably for BLC). HRC has a priority list they follow as well as an OML for every MOS and it's based on promotion points for ALC. Find MILPER Message 16-089 to learn more. Most MOSs are similar when it comes to ALC; they have two phases only. There are very few MOSs in Army's inventory that have three phases, and 68CMF is one of those. There's a misunderstanding out there about AMEDD ALC phase 1 Distributed Learning (DL). A lot of Soldiers think that it is either ALC Common Core (CC) which was replaced by SSD2. It is not. AMEDD ALC phase 1 DL is specific to AMEDD. You have to have completed ALC CC or SSD2 in order to be scheduled for AMEDD ALC Phase 1. Most of the time, HRC will schedule you for all 3 phases, which is how it's supposed to happen. However, it there are empty seats, HRC will try to fill those. AMEDD ALC phase 2 is basically common core leadership and MOS immaterial, meaning that you will be in this course with other 68 series NCOs; however, it's not the same as your warfighter ALC. Finally, AMEDD ALC phase 3 is MOS specific technical track. For you as a 68T, you will be in that course with other 68Ts only. What you also have to understand is that not every AMEDD ALC class will have 68Ts attending (that applies to most 68 series). I will assume that HRC scheduled you for phase 1 to possibly have you as a stand-by in case another 68T with phase 2 and 3 reservation is unable to attend (for whatever reason) and you having completed phase 1 already can pick up and go (just my assumption). So my recommendation is that you definitely finish your phase 1 and be ready to attend phase 2 & 3 at a moment's notice.
Also, we just updated AMEDD ALC class dates in ATRRS for FY17 so go on ATRRS and look up the following course numbers: AMEDD ALC phase 2 - 3-68-C45; Animal Care ALC (AMEDD ALC phase 3) - 321-68T30-C45. So I am confused, I just recently completed ALC phase 2 and 3. I completed the SSD 2 a while before and I still have not received ALC phase 1. From what I was told they are no longer allowed to schedule anyone for it anymore it has to come down from HRC. I don't think that makes since bc u have already done everything else.

SGT Moore, that is a valid concern. All phases of AMEDD ALC are supposed to be completed in order and only the Commandant can grant exceptions. However, in recent months HRC was trying to fill seats in ALC phase 2 and 3 so they scheduled NCOs to attend ALC without phase 1. Per HRC, those NCOs will be scheduled for phase 1 at a later date based on where they are on their OML. They have a reason for it.

How long is OML/Wait list? I am an AGR Medical Readiness NCO in a E-6 Position and have not been able to complete the DL Phase 1. My unit has been trying to have me enrolled since October 2015. What are the chances and slots looking like for NG in FY 18? This STEP Program is a huge issue because I am losing money and am in the position of a E-6. Right now if the reservation rolls for Phase 1 I will not be complete with all 3 phases until July 2018. Thank you for the time and help with this.

Every phase requires its own seat and reservation (from what I have seen thus far). You can look all courses up through ATRRS (just go to the course catalog and do a search) and it may become a little more clear to you. Usually, phase 1 is a distance learning (yes, in addition to the prerequisite SSD), and phases 2 and 3 are the courses at the actual school. Your schools NCO should be able to walk you through all the info you need.

BTW - I checked ATRRS for your MOS and sure enough Phase 2 is not there. Weird, to say the least. You need to follow up with your schools NCO and get further guidance before the slots you want get filled.

No. You have to have a reserved slot in each phase to be guaranteed a seat. If you are in a wait status, you could roll to a reserve if there are cancellations (depends upon how many waits and where you are on the list). Hope that helps.

You need to ask your training NCO to answer that question. If you are not already slotted for phases 2 and 3 then you're probably not going back to back phases.

MSG I am sure that most people have addressed their issues at the unit level before coming here. The unit is the reason why they have to look elsewhere for their answers. Many soldiers are in a unit with either no training NCO or an incompetent training NCO. If you care about your career and advancing it, you have to get your answers from somewhere

I've completed 31B ALC Common Core, and now need to finish ALC. What phase am I supposed to put in for? My training NCO does not know leaving me with a lot of questions.

If you have a reserved Phase 1 seat but not a Phase 2 then you will not automatically go. You automatically get slotted but not back to back. I would contact the branch schools person to try to get them back to back. If not no worries, Phase 1 is a local course(unless it's changed) Phase 2 is MOS specific and normally done where your AIT was completed.

Answer: No not immediately. Usually when I schedule Soldier it for all three Phases at one time. Sometimes I have more Phase I (DL) seat available for scheduling. If a Soldier is close to being selected for a ALC School seat by their total promotion points I will schedule them for an Phase I (DL) only. If the Soldier completes the ALC Phase I (DL) I can then place them in a seat once a Soldier already scheduled falls out of a class.
Question #2: How does a Soldier inquiry if they have been scheduled for only phase 1?
Answer: Go see your BN/BDE school NCO/Rep. They will need to check ATRRS. Soldier who are scheduled get an ATRRS notification alerting them they have been scheduled in their official email. Their 1SG and CSM gets an email at the very same time. This process is auto generated. Must check your official email Daily.
Question #3: How is the OML index take place for 68T's.

Answer: Points matter at the time of scheduling the school seat. Once a Soldier is scheduled they will not be bumped. Sometimes a Soldier has been promotable 2/3 years. They are scheduled when the points allow them to be schedule. Say a newly promotable SGT(P) passes the board has 688 points. That Soldier will not bump anyone out of a seat. They will according to the example above would be 6th on the OML. If I had 3 seats to fill they would get the third seat based on points and availability. When Soldier are Flagged, Deployed, on a DEROS, 1 year short tours(Korea, Egypt), Barred, Temporary profiles, PCSing they are not available for scheduling. Three months after they get to their new duty station they will be scheduled. We will schedule TDY enroute if at all possible.

Is a Soldier missing their ALC Phase III only?
68T have 71 Soldiers on the HRC OML. 68T only have 12 set in FY16, one class of 12 Soldiers. They graduated on 12/11/2015. FY17 has 10 Seats in three different classes with an average of 3 per class one having 4 seat. I have scheduled the first Class of FY17 with four seats. That means 6 remain. I can only schedule 120 days out from the ALC Phase I (DL) report date. The last two classes are 175 and 179.

Yes, depending on MOS and if your MOS is set a frequency or a certain date/time frame during the fiscal year. Your ALC DL class date usually is the same for phase 2&3. Ensure your ALC DL certificate is sent your OMPF, normally it is not sent automatically.

Most times when you are scheduled for NCOPDS in phases, you will not get a reservation for subsequent phases until you successfully complete phase 1/2 etc. I do not have phases in my courses, but the CBRN and reserve component courses do and I see that they do not get a valid reservation until they pass the phase they are in.

No Phase one reservation only give you access to the distance learning portal, get with your training NCO to get seat for phases 2 & 3, I highly recommend you do both phases back to back
