Am I reading the IN/OUT Calls accurately in that I will still be eligible to reclassify to the 17C MOS?

I de-hat in November and looking for a MOS change, the new MILPER Number: 21-487 updated 27 Dec 2021 states that 17C Cyber Operations Specialist is taking SSGs now for reclassification, I will ask my true question first and then follow on questions. 11B is my mos and it's N/N while the 17C is Y/N for SSG, will I still be eligible to reclass to this MOS?
If I were to be able to pass the IN/OUT calls I would assume that I could not have my ST score waived considering that I have a 111 and a 112 is required would that be the case?
If that doesn't go through I had my sights set on 25D, if there are any 25Ds out there will to explain if the MOS switch is worth or not?

17C doesn't accept SSGs. But 25D does. Both these MOS's require some IT experience to get accepted into. They are not entry level MOS's where they teach you everything from the ground up at AIT. There are IET 17Cs but that does not apply to you.

If I recall, both are packet MOS anyway. You can sometimes beat the out/in call with overwhelming skills or maybe letters of recommendation.
Either way for 25D or 17C, I would recommend you take a look at some of the CompTIA+ certs. All are covered by the army (cost-wise) and you can't even hold a position in most 25 series jobs @ your skill level without SEC+.
Do yourself a favor and knock out A+ and NET+ (to see if you have the aptitude/desire to work in that field) If you do, knock out SEC+ as well (which will re-up your currency in the 2 you took prior and will look good). Depending on your post, some have the ethical hacking course you can take (I know Bragg had it a few weeks ago). If its something you hobby over, you can build a CISCO compliant network by purchasing used switches/routers/mounts on eBay (I'm talking like 30$ a pop for some of these 3000$ switches and stuff). The training you can create for yourself is invaluable and 90% of what the military uses is Cisco based.
If you take those and you decide its not for you; you've at least knocked out some good certs that will pay dividends on the outside. Either way, don't let anyone deter you from trying; stranger things have happened. Good luck brother!

So there is some truth to what everyone is saying. I am not sure what the current status for SSGs getting accepted into 17C is but I certainly had a coworker (who was a SSG) less than a year ago get accepted into 17C reclass by submitting his packet he did not have overwhelmingly good IT experience. They were hurting for numbers big time when both of us applied I had excellent IT experience and many certs we both got accepted so there are many factors to being accepted. As for the MOS in and out calls there are certain MOS that it doesn't matter what your current MOS in and out call is as long as you apply via the packet and the correct route (retention NCO), get accepted you can certainly get in. You will have to check the current MILPER as to what MOS you can reclass to regardless of your current in/out calls. As for when you apply I foudn out the hard way many retention NCOs don't know the ins and outs regarding the 17C packet submission so this will be an all on you kind of thing to get it done. My recommendation apply anyways the worst they can say is no and you then move on and try to make yourself more appealing. Such as others suggested get some certs like Net+, SEC+, etc. Then apply again which you certainly can do. Anyways good luck on your attempts to reclass and dn hope this helps
