I was at work today and this soldier walked past me his rank on his chest was three perfectly horizontal bars. Not chevrons , just straight bars. I was busy and couldn't ask him about it, but none of my colleagues knew either and it's not an rotc rank. Any ideas?

What you saw is rank from the United States Military Academy, West Point. Three horizontal bars represents that he is a Cadet Lieutenant (meaning he is going into his senior year) and probably a platoon leader for the underclassman. He is more than likely completing Cadet Troop Leader Training (CTLT) at your post.

Freshman: wear a blank ACU patch
Sophomores: One horizontal bar
Juniors: Two horizontal bars
Seniors: Anything with three horizontal bars and up. You may also see horizontal bars with a diamond (represents Cadet First Sergeant) or bars with a star (represents Cadet Sergeant Major).
For cadet rank all bars are horizontal on ACUs.

Yeah. They try to send cadets to every post. Its a graduation requirement for us. We're shadowing a 2LT of the branch and post that we would like to end up at.

That would be one of the military academy ranks (Not USNA). Most likely USMA or USAFA.

I remember having the foreign officers in training at various posts. Some of them were so funny. At Ft Ben one young foreign officer from one of the middle east asked a number of us female soldiers out to dinner for the same evening, but at different times. Trouble was, we are all in the same class and were friends. When he came to pick up one, we all stood there. He was very confused and grew angry at us. We told him he was not nice and he grew even more angry. The OD was called to try to calm him down. He didn't understand that the customs were so much different. We laughed about it, but it was bad. The first 2 of us didn't know about it until 2 others mentioned it...then we compared notes.
