Are there any regulations about Barracks noise control?

Often I hear very very loud music across the hallway of the barracks (Of course I can hear the bass and music aloud in my room as well).
I asked nicely couple times to reduce the music down. He did eventually, but start turning it on loud again after few days.
Bass is really big, and the music is too loud. He turns his music loud everyday around 0500, 1200, and 1800.
Even during the weekend, I couldn't sleep well but to wake up @ 0500 because of his music.
Are there any regulations regarding to noise control in the barracks?
I already talked to him few times, even told CQ about it couple times, doesn't seem to make any difference.

You've tried at the lowest level. You've tried at the CQ level. Time to pay a visit to 1SG.

You would have hated the days of disco in the barracks and base clubs. Many disturbances started with Disco Sucks!

We had that problem in Germany. It was handled in house. We just had a talk with the individual. No problem with noise after the talk.
