This is not just aimed for transitioning soldiers but also for those in current service, active or otherwise. For instance, I am active duty and would like to keep my IT skills up to date not just with certifications but with experience as well. Being a medic, I am not exposed to IT issues except for the occassional helping someone out connecting a printer of modifying an excel worksheet. I am trying to branch out and keep my IT skills in check.
I know about site like Freelancer and OU but I am wondering if there are other agencies which soldiers can utilize to do odd jobs working from home or dong a 1 day weekend event helping setting up a remote office or such.

Depends on the industry, nature of the work and the company, but the short answer is yes. I have been a telecommute worker full time for about 5 years and part time for about 7 years before that. I retired. 1996, worked in office, moved to another company, went from fulltime in the office to part time telecommute to full time as my role changed. At this point my role is enterprise wide with my peers scattered across all four time zones in CONUS, plus one team mate in Hawaii as well as responsibilities in APAC and EMEA...( also travel a fair bit

Not sure what your qualifications are or what type of work you're looking for. However, I know that cities usually contract out IT work and annual security audits for their systems. Most local government entities (cities halls, municipal buildings, etc.) require security audits and even pen tests annually. If you bid pretty low you're likely to score a contract and it's a great way to get started as an independent contractor and gain experience.
