"In the war against sexual assault, the Army keeps shooting itself in the foot."

Annual cases reported to the Defense Department have more than doubled since 2007. Pentagon officials say troops are now more likely to file reports because they have greater trust in the military to investigate complaints and protect victims.

According to Pentagon officials, the increase is actually a sign of progress. They say troops are more likely to report assaults than in the past because they have more faith in the military to properly investigate such crimes.

That assertion, however, has been undercut by a rash of scandals.

Now, we knew, when we started down this road in 2009/2010, that before we solved this, reports would increase dramatically, because we knew sexual assaults are historically dramatically under-reported.

That said, are we making progress? Real progress? This article leads us to believe otherwise.

Frustrating, to say the least.

Col, if UCI’s are Unlawfull Command Influence that can be attributed to sexual misconduct then we should scrutinize any and all influence the Military comes across. That being said the RTC Religious Technology Center owned and Operated by Scientology should be exaimined. As Ford Motor Company and other companies are clients of the RTC. The Military Buys Ford products, so what is the RTC doing with Ford? What other companies does the DOD deal where the RTC is related as a third party? The DOD should have a Purchase policy where all products purchased by the DOD are free of influence or some mysterious religious technology.

Col, This video is done by Imperator David Griffin, he points out a man who has a following of over 130,000 followers who subscribe to black magic and human sacrifice. Weather the information that David Griffin discusses is accepoted or disputed is not the point for me introducing the video here. The point as to why I introduce this video is because over 130,000 people follow one guy who teaches human sacrifice, sexual misconduct, encuragement of suicide and other issues.

Currently we have 22 Veterans commit suicide everyday, we also have had 100’000s of names stolen from the VA. None of the names were used for financial scams. The names I believe are used for “influence”.
We know UCI’s, Command Infleunce, what about ECI’s Enemy Command Influence? Or what about influence from Domestic Influence, which would be a Domstic Attack threw the use of Influence. What if a Commander is influenced to send a bunch of tanks into the nearby town and start blowing things up just because of some Influence and not because of a real threat? We had better get a very good grasp of “Influence operations” no matter if their at the command level or on the front lines. I guess its also referd to as mind wars. Anyways its disturbing and it needs to be dealt with. Iran chants death to America, they say its not that they want us to die but they want the way we think to die.

Col, Several years ago around 20010-2011, a Pentagon Official was involved in sexual misconduct and President Obama deemed that issue an issue surrounding what is known as a “UCI” (Unlawfull Command Influence). President Obama then stated anyone involved in Sexual Misconduct under a “UCI” will not be punished under the UCMJ. Then about 1 year later another sexual misconduct case occurred and then President Obama stated that any sexual misconduct even if it’s done threw a UCI will be prosecuted under the UCMJ. What’s interesting is that the ominous nature of a UCI. Theirs a name for Influence operations in the military. Just because someone joined the military does not mean they want to be influenced to leave a unit Afghanistan like Bergdhal did, or any other social behavior unacceptable to man kind. How do we prosecute Bergdhal when we don’t even fully understand Mind Sciences? Its like the dark ages drilling a hole in the head to relieve a Headach. Sen Lee Land Yee was arrested for peddling State Sponserd Influence as well as guns. Anyways we need to exaimine the reasons our troops are influenced, our troops are not prisoners, their not people who had a choice between prison and military service, our enlisted force is made up of Dr’s, Engineers, Masters Degrees, under grad degrees etc. One day our Enlisted force will fully realize and understand the Command Influence.

Think about it UCI’s its pretty ominous isn’t it?

Going coed with hormonally charged young people, add the gung ho attitude and what could possibly go wrong.
The Army isn't doing the shooting, it's the politicians and the social engineering being foisted on the Military. Just my humble opinion.

Colonel, sexual assaults in the military are fractions of the level of those in the civilian world. We want the number to be zero, and reporting is up, but the number will never be zero. Especially with the entitled kids that are being processed through basic. It's not the same army you joined sir. People doing terrible things in basic aren't processed out because the Ds's believe AIT will deal with it. Then in AIT people pass the buck to the unit. We get rotten eggs in our ranks that never were meant to be there. It's not the only reason, but it is a contributing factor. Just like with most issues, we need to nip them when they're small. Most people don't want to give a colonel unpleasant news which is ludicrous because they're often the person to set the ball rolling on change.

The Army will continue to have this problem as no amount of training will ever fix a character flaw. The program is flawed. It leans to protect the whistle blower or victim and I have seen it used to carry out personal vendettas against other Soldiers. I think the best way to stop these issues is that the Army take a very hard line stance and commit to punishing the offenders and the false accusers. This is the only program in the Army that allows a Soldier who lacks integrity to make false claims, sometimes ruin another Soldier's career and continue to serve. I had a very young female Soldier make a complaint on a SGT. During the investigation it was found the SGT was a bad egg, but it was also found the female was the antagonist in most discussions, only made the complaint because her boyfriend didn't like the SGT, and she was caught by a SSG drawing penises in other Soldiers headgear. The SGT deserved to leave from what turned up from the investigation, but this Soldier did not have reason to file a complaint when she was found to have been breaking the same thing she was complaining about. Absolutely nothing was done to the female Soldier for fear it would send a message that the victims would be punished. I hate that defense of you are in the right, then you shouldn't have anything to fear, but if you are doing the same behavior you are complaining about then there should be some punishment levied against the complainant as well. My wife was sexually harassed on a daily basis by a Naval Chief while she was detailed to work at a Naval Brig. The complaints she did went nowhere because the Navy pointed her to the Army and vice versa. When it finally got traction three months later the Naval command at the brig made such a toxic work environment that she was fired, RFC NCOER done all for not providing a phone number to a military unit while she was on convalescent leave. The system and training is flawed and until we address the lack of character in service members we are going to continue to see a rise in sexual assaults and harassments each year.

Col, I am not aware of new policies or regulations as I am retired. However may I suggest working with OSI in taking a look at some Youtube hypnosis videos that encurage negative sexual behavior with over 100,000 views, these are disturbing. There are also hypnosis on homocide, suicide, and reckless driving, as well as dream state manipulation. Its like the creation of PTSD, anyways these videos have hundreds of thousands of Views. Do we have Hundreds of thousands Islamic Iranians meditating on these videos and chanting peoples names? I have no idea, clean up the internet and see who posts this crap and see if their part of some Enemy combative PSY OPS unit. By deleting these videos could possibly reduce sexual assaults I don’t know, but it wouldn’t hurt having this off the internet and I cant understand hundreds of thousands of Views, that’s allot of people in deep meditation.

Short of it is, we're no worse than the society that we recruit from. Is it anything to be proud of? Maybe not, but we're not the cesspool of sexual deviancy that we are made out to be.

(As a former defense counsel, I can also say that that the rate at which this issue was lied about is astounding. A former MOJO once told me "women would never lie about something like that." I still laugh at the idea that women lie, cheat, steal and kill, but somehow would never lie about sexual assault.)

This is such a difficult question to truly answer. Are there efforts in place to reduce sexual assaults? Yes, unfortunately the term itself hurts our progress. The range of sexual assault encompasses so many possible crimes from wrongful sexual contact to actual sexual penetration. The days of "good games" are a form of sexual assault depending on the victim. It does not mean it's acceptable but unfortunately politics have gotten involved and in my personal opinion have skewed the actual numbers as either side of the issue can generate a position by looking at the numbers they generate. How many actual rapes occur would be a number of concern, but sexual assault is such a wide range, the numbers include many other crimes which do not give a true representation of the issue. The Army has been very proactive in reducing these incidents in relation to the civilian side. Restricted and unrestricted reporting is huge and the most recent changes regarding expansion of the circle of trust benefits victims without triggering an investigation. Lastly, treating our Soldiers with respect and mentoring them with personal responsibility and accountability for their actions is a huge benefit if done properly. I know I rambled on this issue but the biggest point I wanted to make is the numbers issue and how politics have gotten involved. The Army is doing much more than any other organization in the world.

We are not making real progress, I say this because the same happened in 1994 and nothing came of that, back then I reported of a Spec 4 who was viciously raped by her drill instructor in 1984 and this has continued to happen as long as the chain of command has control.
