The Sergeant Major needs to get out more often, put on his civies and get a dose of reality. The economy is not getting better. We are not leaving war behind. And, if he thinks stress is running high in the military, he should see it on this side of society.

Depends on who you talk to about the economy getting better. His job is not worry about the economy but to be there for the CSA and provide counsel. I see it everyday where I work how are we going to make this mission with possible budget cuts and where do we cut to save a few bucks. He is fresh in job coming from TRADOC and before that the infantry. He has things to learn but he was sharing things he has been exposed to.

"Depends on who you talk to about the economy..." It sure does. Incumbents in political office will tell you it's getting better, because they want you to vote for them so they can keep on making it better. Candidates tell you the opposite so you'll vote the incumbents out and let them have a chance. I don't listen to either.
You see, the government doesn't make the economy better. They can only make it worse. No, I'm not about to explain that or attempt to convince you.
Just listen to the news. Every time a politician cites some new report telling us that the economy is improving, wait a few days. An adjusted report will replace the good news with bad.
Then watch what business people are doing. Are they investing in profitable growth or are they hanging onto their assets (especially their money) as a hedge against a continuing bad economy? (Hint: They aren't investing which is why job growth is a myth. See the recent independent reports on that one)
Now, should the Sergeant Major worry about the economy? It seems it's on his radar. He mentions it's effect on recruiting. Sadly his radar is out of focus. He is the Army's most successful enlisted man which has dropped him into the center of the political arena. Sad.
