I know there have been a few threads regarding the upcoming change to the NCOER. I only bring it up again because it's coming...soon.

Just for SA, there are slots being filled by your HR professionals to receive two weeks of "train the trainer" training at Fort Jackson. There are also Army posts working to bring out training teams.

Ever since the new OER system was launched, there were a slew of bugs and a very big learning curve. I foresee history repeating itself.

My question is: are you ready and do you believe it's the right path towards rating our NCOs?

I say 'yes' simply because I think it is time to truly promote and retain the best. At times, too many NCOERs are stamped 1 and 1. I believe that by rating your NCOs the same way officers are rated, NCOERs will become a more valued tool.

If you're not sure what that change entails (not to insult your intelligence), only the top tier leaders will receive top block ratings. You'll have to rank and numerate your NCOs. Not everyone can be among the best anymore. If you want that top block, you're going to have to truly earn it.

By no means am I saying that all those of who have received 1 and 1s, "promote now," and "among the best," did not earn it. That's not my intent whatsoever. I just believe with the new system, the competition becomes stiffer. I believe the best will get promoted at the appropriate time. I believe it will help all NCOs excel (or not) through the ranks in the manner they deserve.

Your thoughts?

Sir - I think it is a step in the right direction especially limiting the senior rater to a quota. The current system is over inflated and improperly used.

My issue is the lack of effective writing by the majority of the young NCOs. Believe me I have seen some evaluation reports that fit the crayon stereotype. Understand the Army is moving to writing assessments which again is a step in the right direction.

I just worry that without NCOs having a solid grip on the current system, changing it up now is almost counterproductive.

Glad my next annual is due soon!

CSM, I couldn't agree more. One of the biggest issues I see is the lack of appropriate and effective writing. Too many raters using cookie cutter bullets from old NCOERs and Armywriter.com.

Now, as a rater, we'll need to truly make the evaluation more focused. If they completely mirror the OER, the days of bullet format statements are long gone. Plus, not only does the SR have a profile to manage, so does the Rater.

On a side note: even though I fancy myself as an excellent writer, I always found that the absolute best resource for writing an effective NCOER was the Sergeant Major. And I'm not just saying that. I always ask the SGM/CSM to review my work. Now it seems, I might be able to finally return the favor!

I agree sir. SGMs/CSMs that I have had throughout my time are the ones that taught me the meaning and importance of quantifiable and justifiable. They also taught me how the NCOER is the most important document in your OMPF.

The thing I really like about the new NCOER is that there are only two blocks for the junior NCOs NCOER "met standard" and "did not meet standard". That is going to put all the emphasis on the strength of the bullets.

I think the narrative for the SGM/CSM is a good thing also, really puts it in the raters hands to describe the NCO. Besides, most SGMs/CSMs I know don't put much stock in their NCOERs anymore. The only thing a bad NCOER can do to me is give me a paper cut, oh wait they're digital now they can't even do that.

There are going to be some bugs but we will adapt like we always do.
