Army tightens tenure rules for senior NCOs. Is This A Good Move?

The Army is toughening up its up-or-out rules for sergeants first class and master sergeants, effective Oct. 1.
Under a policy change that takes effect Oct. 1 for soldiers of the Regular Army and Active Guard and Reserve, the retention control point for promotable sergeants first class will be reduced from 29 years of active service to 26, and for promotable master sergeants from 32 to 29 years.

This ensures we have our best and brightest continuing to move forward. This is not a bad thing, better to allow a competent and confident leader the opportunity to serve instead of allowing a ROAD Soldier to remain in service.

1SG Joseph Yorski, MHS - This is a very true point. In a civilian context, I have several times made the decision to have an actually empty desk rather than an oxygen thief bringing others down.

NCO Corp gets reduced while Officer Corp selection rate in most cases have twice the selection percentage. Although TIG doesn't guarantee the best. The best evaluation system we have is our 1059s, but then again that only happens at NCOES. Sometimes the best leave because the Army has retention problem, we can't keep them! Cutting the duds is good and in any other organization if don't grow or produce you get fired, additionally I have seen hesitancy in issuing relief for causes? We wouldn't have to do this if most leaders exercised personal courage and delt with the tough counselings. -Just my observations- still best thing I ever did/doing-

I agree with most of that assessment, but believe we are loosing a knowledge base as well by doing this. If we were strictly in pre-911 days this would be very beneficial, but with the war on terror ongoing I fear we may set ourselves up for failure down the road. I may be wrong, SGM, but the reductions that we are making concern me.

MSG (Join to see) - Comparing officer and NCO promotion rates is an apples to oranges comparison; these are very different processes. But I do think we need to re look MRD for officers, especially O5 and O6.

SGT (Join to see) this is part of sequestration in my opinion and with the Quality Management Program (QMP) its going to hit the senior ranks with lightning speed.

NCOs whose performance, conduct, and/or potential for advancement do not meet Army standards, as determined by the approved recommendations of HQDA centralized selection boards responsible for QMP screening, will be denied continued service.

I agree SFC Joe S. Davis Jr., MSM, DSL, Our numbers need to increase instead of decrease. Getting booted out before 20 is 18 or 19 years down the drain. I think about a crisis ensuing if we have a major war. If the military can't fill the necessary quota with volunteers, they may have to look at the draft.

Honestly, I'm glad to have retired last year. Slots kept getting pulled off of NGB's TDA. Poor assignment and TDA management.

This is not part of sequestration; that is a completely different process. Sequestration is a series of automated budget cuts put in place by Congress. QMP is where the Army releases people with negative information in their files. QSP is used where an MOS is stagnant at a certain rank.
These are tools to shape the Army. While there are many great Soldiers, there are only so many positions. These tools identify the most competitive.
People aren't getting booted out en masse before 20. People with 18 years are allowed to stay till 20 to retire. People with 15 years are allowed TERA and receive a 15 year retirement. The RCP changes only effect new RCP's. That means if you are a SGM with 30 years in, they aren't going to tell you that you were supposed to retire a year ago and kick you out. It means when the next guy pins SGM, he can only stay till 29 years, not 32.
This only affects Senior NCOs with over 20 years, and frees up the Senior ranks from "sitters" who squat at a rank till they retire. This frees up promotion in the Senior ranks.

SFC (Join to see) - I think actually if sequestration hadn't happened or were repealed, we wouldn't be doing any force shaping. The drawdown in the Army is a direct response to sequestration.

Be relevant or be retired. Good reminder to always improve your fighting position (resume/evaluation) as there is always someone younger to replace you.
