I'm with the NYARNG. I received a Washington D.C Community Service Ribbon while down for the Inauguration in 2017. Am I authorized to wear another state's ribbon?

Also, the Community Service Ribbon (DC) is the same design as the Medal of Valor (NY). I don't know if that is an issue.

I've always found it odd that I can wear ribbons I earned in the Air Force and when I was enlisted but I can't wear state ribbons from when I was in the NG. Also kinda bugs me that I cannot wear my service stripes.

That is strange, but now that you mention it, I do notice some of the mustang officers I've come across as well as friends who've gone from green to gold don't have their service stripes on their sleeve.

SPC (Join to see) - yep. I don't get the "officer don't wear service stripes". Well....I wasn't an officer when I earned them. Everything else, TIS, awards, schools, points, etc, etc that I earned while enlisted count, so why not service stripes?

State award vs Federal...if I wore the two rows of State ribbons earned while I was a Guardsmen it would look like I was a 4 star (some of them were for pretty insignificant reasons), too many variations amongst States? Not sure on the service stripes, I imagine it was so the commanders didn't feel bad compared to their NCO counterparts? :) Those of us with prior service seem to be the only ones to mention not wearing them. Guess it's along the same lines as marksmanship badges?

Sir it would be a cluster frack, some states have awards that look like federal awards, which states comes before another states award in order of precedents? Some states to a get a time in service award is 12 months others 36 months, and a few are 5 years. Better we keep them off. Or every Lifer NG E-6 would look like General Patton.

SPC (Join to see) -Then provide a copy of that certificate to your Readiness NCO and ask them to put it in iPERMS, along with anything else that is missing.

It all depends... Each TAG will determine the wear of previous awards/decorations from other states.
Does your state authorize the wear of District of Columbia awards while in a Title 32 status.
You'll have to check with your S1 and/or your State's Department of Military Affairs in NY they call it the New York Division of Military and Naval Affairs since the ARNG regulation from NY isn't all that clear...
Per DMNA Reg 672-1, dated 20 October 2017, page 4-3,
CHAPTER 4, WEARING OF DECORATIONS, SERVICE MEDALS AND BADGES,
4-2. PRECEDENCE
d. State awards issued by other states. New York State awards will be first, state awards
from other states in which a member was a previous member will follow in order of that state's
order of precedence, state awards from other states awarded to a New York State military
member, will follow in order of the date of issue of the award.
4-3. WHEN WORN. Occasions when it is proper to wear decorations, medals, badges and corresponding service ribbons are prescribed in the appropriate regulations of the Armed
Forces of the United States. The order and precedence of the wear of state awards/ decorations is at the discretion of the respective State Adjutants General. Each TAG will determine the wear of previous awards/decorations from other states.

I never served in the Guard but had some dealings with Soldiers who did and they were always upset when they had to remove all of their non-federal awards.
I'd hate to have to figure out what is and what is not authorized in a Title 32 vs. Title 10 Status or in layman's terms regular Army vs. the Guard.

From my understanding of Reg 672-1, I believe NY is one of the states that do not allow as well. I received a certificate of the award, but it wasn't put into iPerms.

Sorry, I can't help you with getting your stuffed into iPERMS. Your S1 should be able to do that even if you aren't authorized to wear it. Have a great day!

SPC (Join to see) - I'm not sure how long you've been in the Army National Guard, but sometimes that just happens due to accidental loss, electronic issues, or just laziness. Don't take the fact that it isn't in iPerms as an indication it isn't authorized for wear. Honestly, it should be in your iPerms even if you aren't currently allowed to wear it. If it isn't, you should take it to your unit admin NCO and have him/her submit it.
