In my unit, all the e5 and below do organized PT together.

If the unit PT's as a unit, everyone in the unit without a medical exemption, conflicting duty assignment, or on leave; should PT with the unit.

In the aviation side of the army. The crew dogs rarely did company pt due to crew rest and op tempo. When we did show for pt it was usually running. Nobody ever got exempt from pt because of their pay grade.

In my 13 years in the Marine Corps i never ever seen a Marine Corps Officer or Staff n.c.o
fail a pt test or drop out of a organized pt run never i rarely saw a n.c.o fail or dropout of a organized pt run...OFFICERS OF THE UNITED STATES MARINE CORPS GO THRU HARDER TRAINING THAN US ENLISTED...THATS WHY THEY LEAD FROM THE FRONT!!!

I like organized PT at the squad and platoon level. No one should be exempt and the platoon leader needs to be out in front - being the Platoon LEADER.

Company and above is useless. The "staff" show up and walk around in their PT uniforms then start to drift off to conduct individual blackberry exercises such as the thirty second text; and the email scan and delete exercise.

Sorry, I know I sound jaded on this one.

As long as your Soldiers are passing their APFT and are in compliance with AR 600-9, then there isn't a leadership issue. Those with a consistent history of APFT scores above 270 and no weight issues should be exempt. Then the leader can mentor and encourage his/her Soldiers to achieve and surpass 270 in order to be allowed to PT on their own. THAT is leadership.
