I have heard randomness from other soldiers and my curiosity got the best of me. I have been unable to find anything in the regulation regarding a PFC going to the promotion board. Can this happen, and if so can someone point me in the right direction with the regulation?

"Could happen" meaning there's nothing to prevent it in regulation because there's no need to write it in there.
You must be an E4 to attend the E5 promotion board, because you must be an E4 to be promotable to E5. Regulations don't specify every single thing that's not authorized. They tell you what is authorized, and if it's not mentioned, it's not authorized.
There is no need for a promotion board to E4 because the rank is automatic. The only time your leadership has any subjective input (assuming you are eligible and not flagged) is selecting soldiers for waivers.

SFC (Join to see), it's been forever since I traveled that trail so I may be wrong, but I thought when I went through all this in 1969-1970, E1 to E4 were not even considered promotions. We were simply advanced. The first real promotion was from E4 to E5.

I have seen units that run PFC thru a mini promotion style board before the make them SPC, just to judge their knowledge and potential.

Once your eligible you can time in service time in grade. Now that may have changed but that's the way it was when I was in but then they have auto promotions these day never heard of them until now either. But to make the board you need 34 months TIS and roughly 6 months TIG so with out a promotion to E-4 I would think not.
