My hubby is in transition phase. He is in the MED process and he is completing all of the various doctors appointments. He received a job offer for a state job, can he accept? What happens if he accepts? Will he have to waive his military benefits and pay?

As long as the job he's going to understands that he still has an obligation and is willing to work with it. Tell hubby to discuss it with his chain of command.

From my experience, yes, but only if his commander signs the authorization to do so.

Alice San yes. I did. That’s what the commander approves is for a simultaneous job to be worked at while still be employed by the government. As stated before though just remember that even though he is going through the MEB process he can still be utilized in other facets that the new employer must adhere to until his full release.
