Here is the answer, E-7 gives a CW4 a counseling statement and the CW4 gives the E-7 a kick in the ass of his chopper while in flight!

Serious as in to see others' responses. Not serious as in I did not know the answer. My answer is no. That's why I laughed at him as I walked out. Hell no is my answer. And if he tried again, gonna be hard to counsel me while standing at attention!!

Actually he/or she can through positional authority. He/she would still have to be mindful of the rank of the individual senior to him/her.

Well that would depend, I was a squad leader in the WTU at Ft. Hood and had one Master Sergeant and a SFC in my squad, had to counsel them monthly. 3rd Squad leader had a CSM and a CPT in his squad, the CPT did not want to play well with others.

Monthly counselings and admin stuff like that, I got. This was a UCMJ event oriented counseling. Apparently this E7 believes one dropping an f bomb is justification for such.

Obviously one must have tried. To the best of my knowledge and experience it don't happen.
In the 554th EN BN which trains Engineer Officers and at one time the Sapper Course, the classes are taught by NCOs but counseling's of officers for failure to meet standards are conducted by the branch chiefs and training officers (CPTs/ Majors).
I can't imagine a commander placing an NCO in a position to waste time writing a counseling (positive or negative) that wouldn't be worth the ink used to write it.
