The youngest I have come across was 16.

"there was a 16 year-old loblolly boy aboard the U.S.S. Eagle, Joseph Anderson, about 1800. Anderson has the distinction of being the first known African-American loblolly boy."

PO2 (Join to see) - I'm unsure if the statistics are closely tracked as we have had them as young as 24-25 (HMC Drew Chubb) who was in my IDC class but he might actually know the answer. He is currently at BUMED. If I remember correctly his email should be [login to see] .
