I'm an E5 in and E6 position in the National Guard. The state I just had to transfer to does not offer my primary MOS. At some point I'll have to go to MOS school - but for the time being, can I be promoted without being qualified?

All Guard promotions are promotions and transfers to a valid vacancy for that MOS and grade.
If your only MOS is 19D, then you can only promote into a 19D3O duty position.
If your current state doesn't have one of those, then no, there is no place for you to promote to "for the time being", while you pick up an an MOS that state has.

No, you have to hold the MOS for the promotion to compete. The guard only has so many positions in the state, it has to be vacant and you have to be fully qualified for that position. Push to go to MOS school so you don’t miss out

Are you already MOS qualified in any capacity? I imagine you would be as an NCO already, so I don't see why you can't be promoted. I know the ARNG has specific paragraph and line number slots per unit MTOE, but still being a semi-centralized promotion I believe you should be able to at least be promoted as a 19D.

If the state has no 19 series slots there is nothing to promote into. NG Sliders may only promote into valid vacancies. It is not like big Army where your Are promotes when you have enough points. NG uses an order of merit list by MOS. The person on top of the list has the first right to accept our decline the vacant position. There is much more to filling NG vacancies, but that is the short version.

NO you must be Qualified to be promoted. Sounds like you failed to discuss things with your COC and or S1

You can be promoted from the state’s master order of merit list into a 00F slot. First you have to be boarded by the state for promotion. My understanding is most states only hold annual boards.

From current experience (and it may vary from unit to unit) you have to be MOS qualed for the slot you are in.
Hypothetically speaking- if you are an old 11B but re-enlisted into a 35F slot you need that AIT before you can move up the food chain. Best of luck!
