I am trying to join the Army however it feels like my recruiter is stalling. Can I just go to another recruiter in the hopes of a more streamlined recruitment.

Absolutely, you can.
There is only one reason for a recruiter to stall, assuming you are fully qualified to join and issue-free, and that has to do with quotas.
If so, you might find that the issue persists at other recruiting stations, since they are likely in the same unit.
Have you asked the question of your recruiter why it seems to be taking so long?
If you tell him you've been talking to the Navy, I'll bet he gets religion on moving your packet forward.

You absolutely can. A piece of advice. If you switch recruiters, break up the same way as you would with a girlfriend. Quick, painless, and no lingering relationship. Your current recruiter deserves the courtesy of being told you’re looking else where. Make sure he transfers your packet, or closes it. You don’t want two simultaneously running packets following you to MEPS. Instant headache.
And then just do it. Until you sign a contract and swear in, your recruiter works for you. Make him work for you. If he’s not meeting your needs (while fulfilling his mission), feel free to got to a recruiter that will. Just do it professionally.

Honestly, I don’t know. I never did it. Without knowing more of the details, assuming you meet all requirements, have no issues, etc, if he’s dragging his feet, it’s possible that he’s met his quota for this period and is trying to push you back to the beginning of next. (Just speculative)
It’s also possible that you’re just experiencing for the first time the time honored Army tradition of “hurry up and wait”. Paperwork takes time. Use that time wisely. Do push-ups, drink water.

My recruiter is pushing me for an HR job that is my second choice vs. trying to get me in the MI job I am interested in because he said those jobs are hard to get me in even though I scored above what is required for those on my ASVAB. I do not want to be pushed into my second choice job if the recruiter is not willing to work at reserving my spot in a job i actually want. He said he didn't have the info for the MI job I want. I am confused, he is a recruiter how is this possible? What should I ask him to do to help me appropriately since I don't know how any of this works?

Janet Allen - respectfully ask him to get the answers to your questions. Recruiters don’t know everything about every MOS.
But certainly don’t be pushed into a job you don’t want. If there’s a job you absolutely want, wait for a slot to open. If you want MI (what MOS?), settling for HR might not be satisfying in a few years.
Your recruiter works for you until you sign your papers. Don’t settle for “I don’t have the answers”.

Question- My Brother just went through MEPS, and was given a job #4 on his list.. and hes okay with it, not thrilled. But then today he just got a text from a different recruiter, saying that he "Demonstrated skills vital to being a part of our elite team, or have shown interest in these fields" So how does it work with this being a different recruiter? Plus he was under the impression the job he was given was the only choice... Does he have any real say?? (This is Air Force by the way)

Yes but find another recruiter before breaking it off with the other one and tell the whole situation not just what you want them to hear!
