I plan on leaving the service, I got about 150 ETS leave days. I have 16 months left. Can I join the police department and go to the academy while on terminal leave and get 2 federal checks? I know Active duty are the exception to the rule but has anyone gotten a job lined up 12 month or less before ETS?

You cannot legally draw two federal paychecks at the same time. Unless you are joining a federal law enforcement you won't be be drawing a second federal pay. You also will not be taking 150 days of leave either. Every October your leave will revert back to 60 days, that's what the USE/LOSE category is about.

What you can do is apply to your department now, complete your TAP, and you can attend the training program while on permissive TDY on the last six months prior to ETS.

Terminal Leave is one of the very few (maybe the only) exceptions to the "double dipping" rule when it comes to federal pay.

5 U.S. Code § 5534a - Dual employment and pay during terminal leave from uniformed services:A member of a uniformed service who has performed active service and who is on terminal leave pending separation from, or release from active duty in, that service under honorable conditions may accept a civilian office or position in the Government of the United States, its territories or possessions, or the government of the District of Columbia, and he is entitled to receive the pay of that office or position in addition to pay and allowances from the uniformed service for the unexpired portion of the terminal leave. Such a member also is entitled to accrue annual leave with pay in the manner specified in section 6303(a) of this title for a retired member of a uniformed service.
