Well the one above the SSM is a Marine Corps Reserve Ribbon which hasn't been awarded since 1965.
Ribbon placement is -literally- the easiest damn thing to do. Google that shit.

SEAL pin too small out of order four across instead of three across. China service medal this guy must be very old it went away in 1957. Good man two national service ribbons.

In addition to what everyone else has covered, if this person is indeed a member of the Navy, he's got them 4 across instead of 3 (max on one row is 3 ribbons), and he's wearing a miniature warfare device, which is ONLY authorized with dinner dress & worn with miniature medals. Navy ribbons aren't required to touch the top of the pocket; 1/4" spacing ABOVE the pocket, though that is looking closer to 1/2".

Well, when I was in the 327th HMMWV Battery Charging Regiment followed by the Nuclear Powered Undersea Intergalactic Exploration Wing, I earned all of those.....and then some. Amazing to me that these jackasses think that they can get away with this. I used to wear some of my Dad's Army stuff.......playing Army when I was a kid. Then I grew fuzz on my nuts and enlisted and earned the real stuff.
