Can you submit a WOFT package long distance? The BN Cmdr here denied my waiver request and If I was in the states I could just go to a different recruiter office. However, I am working in Japan, so there is only one office. I think I have finished everything I would need a physical visit for, and could finish the rest via phone, Skype, hell even a plane trip. Trying not to waste all my effort without even getting my package submitted.

If you are not currently in the Army, you can not submit the packet to HRC without going through a recruiter.

A different recruiter isn’t going to give you a different answer. They’re all working off the same rules and policies. If you need to request a waiver you’re still going to need your BN CDR to sign off on it no matter where you’re located

I thought waiver request were accepted/denied through the G1/g3 of whatever branch You are applying for and are based on their discretion and needs of the Army?

It is my understanding you can apply as a sister service transfer through the army’s Warrant Officer recruiting website. There are specific documents that are need for your situation so pay attention. There are regional recruiters you can call with questions or guidance. https://recruiting.army.mil/ISO/AWOR/

To clarify, waiver is for an art 15 for curfew violation back in 2009, continued for 5 years after and ended with a honorable discharge.

You would need a morale waiver regardless of your discharge outcome. Because you are a veteran, if you submit your packet without your BN CDR LOR, your packet won’t even be looked at
