Check with Hawaii DMV for their policy.
sorry, I read this article exactly backward. The inspection in Texas will most likely not be accepted in Hawaii. Texas a few years ago had one of the lowest bars to hurdle on vehicle inspections and I suspect Hawaii has one of the highest. You could however inspect and tag the vehicle in Texas.

I tried that with Massachusetts when I was stationed at Ft Lewis. MA wouldn't agree to it and told me that I had to bring the vehicle back to MA to get it inspected. Yeah. No. I registered it in Washington.

From my experience if your vehicle meets your states standards, and has that states plates your good to go. Texas tried to ticket my vehicle for stupid shit til I said look at my plates I conform to Minnesota standards not Texas's

For a state to state PCS, your registration and safety inspection will remain valid until it expires. Are you trying to keep your Hawaii plates while stationed in TX?

If you are in Hawaii, how would you have your car inspected in Texas ? Are you planning to ship it twice ?

Eventually, wherever the car is between those two states, that inspection would be required. Doubtful that either is reciprocal.
