When my company deployed, there were teams scattered throughout AO. To maintain constant and concise communication, Platoons leadership, Ops team, Command, and staff reps (HR, Comms, etc) held a weekly CUB (Co Update Brief) over SVOIP with a PPT that everyone had a slide to modify and brief. Since Ops, Cmd, and staff reps were at one base, we had daily meetings. . . at times. Furthermore, we operated under big boy rules. Any Leader at any level that doesn't understand communication and can't be trusted to hold their own and trust (or at least "trust but verify"), you're going to have an issue. Having at least one Senior, NCO or PL, that you trust at remote locations is probably a safe template to start from, but that's just from what I saw at my level. Meanwhile, you'll get much more responses if you add more leadership/deployment - related tags.

SGT Spratley has some great advice. If available I strongly recommend SVTC to hold the CUB. VTC's keep people accountable and improves communication tremendously.
Also, ensure all the sections filter info through the appropriate channels. Your HQ S3 needs to be the middle man in every transaction, even the small stuff.
For the troops ensure you assign a competent NCOIC for each location. Make sure the NCOIC understands his/her role as the senior NCO within that formation. Sometimes, when you have to fill x amount of NCOIC's, some will have less experience leading troops. The less experienced tend to be so focused on mission accomplishment, they forget to tend to soldier issues (pay, relationships, morale, etc). Most NCO's know this but it must be reinforced from the top. Ensure the command team conducts PDSS as frequent as possible.
Each location will have unique requirements/ processes. If not done already, Have a competent soldier make easy to understand flowcharts/checklists to forward to the HQ S3. This way everyone is on the same page and eliminate the frustration.
Just some thoughts.
