Is a deployment to Turkey considered being deployed to a combat zone?

I was on a mission in 2017 and our company deployed to Turkey. My LES’ from then say we received IDP and HDP-Location, and it was also tax free. I’m aware of what AR-670-1 says about Turkey not being a part of the countries you have to be in to receive it during my time there. I’ve seen multiple people over the years wearing a patch on their right shoulder from the same mission I went on. I also reached out to old S1s and my current S1 and they don’t have any answers for me.

Designated Direct Support Areas of a Combat Zone (CZ) DoD FMR, Vol. 7A, Chapter 44
Turkey – Personnel serving east of the 33.51 degrees East Longitude due to their service in direct support of military operations in the Arabian Peninsula CZ (note 3)
September 19, 2016 thru April 12, 2022.
.
Considering the above note, and the fact you received IDP and HDP-Location Pay, the answer is "YES".
