Did I miss an ALARACT/MILPER message about DLC-1 being eligible now to PFC and below?

Working on the weekend and while on Conv Leave, because....who doesn't get work done without interruptions and stuck at home, am I right?
So updating Soldiers on their DLC Status after someone dropped the ball this week on this, I learned from MOW that PFC and below are eligible to complete DLC-1(formerly known as SSD-1). Is this WOM right?

I haven't seen this yet. The last message that came out was the ALARACT about CPL/SPC, which also had the little gem hidden inside that said MLI is no longer in effect, all SPC must be selected by the board to be promotable
