Long story here- Will try to boil it down, Currently USAR TPU
-Volunteered/offered position through ToD for OCONUS Mission
- Tour delayed 3 times due to admin problems, location was changed to CONUS with intent to move me to original OCONUS location next FY

-Orders currently being processed but am told this will be PCS move as reservist (duration is like 8 months until end of this FY) and I cannot/will not be offered TDY/TCS with 55% per diem
Do I have the option to refuse? the tour I was offered and volunteered for has billeting available at no cost since it is OCONUS and I would have had BAH for HOR. The new option gives me PCS to CONUS location and BAH for the new location and nothing for my HOR (basically the same) and does not have housing available so I would need to find and pay out of pocket for my own residence.
I do not have any dependants so i cannot submit a BAH waiver to claim my HOR (they are the same anyway) but the big differentiator is paying for 2 places and having duty in 1 as a reservist.. this amounts to a net delta between the tours of $1500~ $1800 a month.
I'm still not certain if this is being processed as a COADOS or a MOB and what- if any impact that has and the most recent ALARACT 384/2011 basically says they have to try and PCS for volunteer tours and since they changed duty location without consent do I have some recourse?.
I'd like to help out the Army but if they are not going to give me any TDY pay to maintain 2 locations then its effectively a net loss over my civilian job (OCONUS would have been break even)
Any idea on what i can do? sounds to me like big army wants reservists to come and do all the staff work but they dont want to pay the associated expense and put the onus on the soldier.

Understood, clearly this has worked to the AC advantage the last 15 years... I just think they will hit a tipping point... eventually... even if not today. the impression I get just dealing with this whole process is I am needed to do a job they can't do themselves but not really wanted... which is a tough situation and creates a bit of animosity. I think I'll still take the tour on the condition I do get sent to the OCONUS location directly after and if they can't make that happen I hang it up and join the irr for a few years and hopefully by then they make it worth my whole.
Fully loaded costs I am cheaper than a contractor, da civilian and an AC officer so even with paying TDY cost I'm still the cheapest insurance policy they juat have to find the dollars for that fy and that would require effort.
I'll end it there, I'm sure this will work itself out just frustrating dealing with these situations.

CPT (Join to see) - I have dealt with countless issues like this while at FLW just shy of ten years working MOB/ADOS issues for Soldiers. This topic has been a point of contention for years and will continue to be. I have been on both sides of the fence (regular Active Duty, Reserve TPU, Mobilized with government lodging provided, MOB with meals and incidentals, and COADOS PCS) Please take this comment with a "grain of salt". The government has wasted an inconceivable amount of money on unnecessary per diem entitlements for USAR/ARNG Soldiers. The blood donor center at FLW has been completely comprised of Mobilized reserve Component Soldiers for the past 12 years. That is approximately 15 Soldiers times 1500 a month meals and incidentals times 12 months times 12 years. $3,240,000 was spent just for this small organization at a single post. Now take into consideration that around 2007 we had in excess of 120-150 mobilized Soldiers at our installation on MOB orders at any given time. 3 MIl may not seem like much but when start talking billions at one installation? Brick and mortar structures similar to the new AIT barracks could have been built for that much and you RC Soldiers would have had a permanent place to call our own to utilize for the sustainable future. Keep in mind we haven't included family sep, nor the cost of lodging/government contracted lodging thru ALSP or hotels. So USAR/ARNG Soldiers are definitely not cheaper. I was saving 1.2 mil annually running a barracks complex used for Soldiers on AT as well as Soldiers in your situation. (single bedrooms, three bedrooms sharing a common latrine with a full kitchen. Our higher headquarters still sent me home off orders. What installation are you going to?
If I was in your shoes I would contact the gaining unit and ask for the USAR Liaison's office. You wil be put in touch with an E-8/E-9 that has probably seen these issues countless times and may have a "quick fix" like the one we offered at FLW. If they don't have a quick fix you and you still want your orders cancelled you may have an IG case. I would ensure that you had screen shots of the mission, location, description and entitlements as well as any other pertinent documentation. If there is something out in "E world" that shows you "volunteered" for this CONUS mission, and you had knowledge of the entitlements prior to volunteering you may be fighting a losing battle. Not to mention the fact that you are going to kick a hornets nest in the same organization that you are about to go to work for.

Completely understand the motivation behind it, just advocating that there could- and should be a solution out there that both saves AC money and helps out RC (without overcompensating) There are many sides to that argument, facilities planners could have forecast the influx and created additional infra, Med service corps could have identified an enduring requirement, or the same command could have outsourced the enduring requirement (not sure which of these if ultimatlely cheaper) but the RC soldiers stepped up and filled that gap and the ultimate role of the RC went from temporary to enduring which is why the AC ends up footing the bill for something they didn't ultimatly plan for. (really what should happen is they should cut per diem rate to like 30% instead of 55%)
Anyway, I decided to take the tour- it's not worth the fight and the intent is to just get me in with this command so I get a guaranteed OCONUS tour with them next FY. It's been a good learning process for me in an area I'm not 100% familiar with so I appreciate the insight and feedback.

Enjoy the tour; sometimes the ADOS/MOB life has its challenges. However, for every person declining a tour, there's ten that are ready to take your place.

Sounds about right. Several coworkers at my mil tech job have been PCS'd to Ft Gordon for courses like WOCS, etc. More advantageous to the government, I suppose.
