Did you re injure it while on duty? Then Yes.
Were you doing something inappropriate while on duty to reinjure it? Then No.
And as far as the VA.... you like your leg? right?

It depends
LOD will require you to sign a statement saying it happened while on duty. Did it?how about the primary injury?
So VA determination is separate from reserve/NG LOD. They are separate so don’t confound the two. Both seek to determine the connection between duty - Service related and injury but VA has a more liberal interpretation depending on the type of service ie legnth, combat tours etc. LOD looks at each injury from one lens: related to a specific injury related to a specific event in time. Having prior LODs regardless of outsome (0%) can help build a case particularly if there is a clear surgical lesion and clear Sevice related injury now.

Original injury was during PT while on active duty. Determined to be service connected. Subsequent injury was also during unit PT. I’m awaiting a MEB, but they are telling me my LOD is not correct. My local MTF is saying my LOD is not correct, so they won’t appointment me. My unit has ceased to do the LOD and says it should be covered under the original service connected. My surgery at my local MTF failed, I have 2 more surgeries to correct, but now I am unable to get follow up appt. I did congressional IG complaint, it is in process, but the unit is saying I don’t need a new LOD (I have new injuries from the last 2 surgeries) so I just wanted to find out the policy so I have current info. If I require LOD’s so the MEB has all the info, if they review my records and see all the complicating things and account for them as complications of the original injury, then I guess I would not need new LODs... it’s a confusing and complicated problem. Thank you all for your input.

This is why I detest the LOD system. I believe that all soldiers active or part time should have medical coverage. When I am in the part time military I still have to meet the same physical fitness standard. Fitness is not a part time job but a lifestyle requiring constant discipline and work. That work should be protected like any servicemember.

Please message me info about your state, component and status at the time of all injuries ie AD, AGR, M Day. I am going to dig into the regs if I can.

As long as it's in your service records on active duty u can always get it reevaluated with the VA and get a higher rating I suggest talking to a good VA Rep that knows the system and can help u thru the BS and red tape

The question is do I require a new LOD for re-injuring the knee, or do I just go the VA for continued care? The MEB is asking for an LOD, but the original injury was considered service connected. I think I found the answer, and that it is to get into the VA system and allow the MEB to utilize the findings of the VA if they choose.

Tore ACL active duty 1996, separated in 1998 with VA determination as LOD and 0 % rating at the time. re-joined reserves in 2013, tore the ACL again on drill weekend during unit PT. unit initiated a new LOD, I received care at local MTF, numerous surgeries failed, now having difficulty getting into to MTF due to LOD not completed correctly. Now unit is saying I shouldn't have an LOD, I should have just gone to the VA for care. So they are not doing the LOD anymore. I have been waiting for LOD so they can conduct a medboard, but now the unit is saying it does not require a new LOD, but the case manager says it does. Does anyone know the actual policy regarding a previous LOD, reinjured during a drill weekend? now complications are I had donor graft from right knee into my left ACL and both knees are an issue now. Thank you in advance for tour assistance.
