Do MOS-producing schools count towards promotion points?

I have been seeing a lot of Soldiers claim that 91B Wheel Vehicle Mechanic school (AIT) counts towards promotion points. However, i have read that no MOS producing schools are authorized since you are awarded a 1059 upon completion. The residence list says yes with the code of ESM. Can anyone elaborate on the correct answer.

AR 600-8-19, 3-18 (1) - Courses formally listed in ATRRS are authorized promotion points (exceptions follow) at the rate of four promotion points per week (defined as 40 training hours) of military training. Soldiers receive these points without regard to mandatory training requirements for award of the Soldier’s MOS.

There might be some points based on the collage credit you can get from military training. I got 33 credit hours for my military training.
