The NCOs actually stand at parade rest for the lower enlisted in the navy.

They do not unless they are in formation and the NCO is the senior in charge.

I can't recall what's in the regulations...but I'll tell you this much; whenever Master Chief decided to come down my p-way, I sure as hell didn't remain seated.
