Do we sign in for Permissive TDY if it is authorized by losing unit?

My report date 10 JUL22. I am on PCS leave now and have PTDY signed by O6 from losing command. As reg states that PTDY must be used before signing in to new PDS. Last time we PCS'd we had to get a stamp from housing, also we didn't have PTDY from losing unit, but now apparently, you don't need housing stamp. Is this still the case?
My PTDY ends 9JUL22 and my Leave ends on 30JUN22. Do I sign in at Reception Hall on the 9th of July or 30th of Jun?
We already have housing in mind, and we will be signing leave on the 9th of July.

The purpose of the PTDY is normally house hunting. If you have already found your home, then using the PTDY would be fraudulent.

Even if you DON'T sign in to unit on 30th, I would still recommend you touch bases when you get to the area, be that today or the 30th. Stop in to S1, let them know you are inbound, and see if they know which company you are going to. Then check in w/ 1SG. See if there is anything you need to know / prepare for prior to signing in. Give O-Room your phone number and E-mail so you can start being integrated even prior to official arrival. Maybe there is a Company or PLT BBQ for July 4th that you might want to go to with the fam. Etc.
Yes, you are on leave, but giving up that 1-3 hours of your leave time to meet and greet can pay HUGE dividends in your first couple months at the unit. You establish yourself as a team player even before you sign in. Plus, if they are planning on sending you to school on like, day 2 (like often happens with AASLT on Campbell), you are forearmed, and can prepare to pass as a 1st time go.

SSG (Join to see) AR 600-8-10 para 5-12 lists the reason to grant administrative absence (formerly known as PTDY). House hunting is sub-para 9). Nowhere in sub-para 9) does it mention utilities, HHG, or similar. Nor is it a separate category elsewhere in 5-12.
Yes, under normal circumstances, you *should* be excused from duty to recieve HHG, get the lights turned on, even go sign the lease. But that is the unit Commander's call. Almost every time I have seen this, the Commander appoints that as your place of duty for the day. You show up to PT, then go home for the rest of the day. Call to check in with PSG may or may not be required. But it is still a duty day, not an administrative absence.
I also know it happens all the time. Once losing Command signs off on it, gaining Command has little in the way of tracking this down - and usually has little interest, either. But it would *still* be fraudulent. Aside from personal integrity, you would be opening yourself up to administrative action down the road. Commands *usually* don't care about this sort of thing. But later on if they are LOOKING for something to nail you on (for whatever reason), you have given them something.
As I said, check with JAG.
Also, if you do that check in with your unit, and you mention that you were authorized the Admin absence, but you already have found your house... but you don't actually close until the 9th, and you would like the time to get everything settled before going in, it is entirely possible gaining unit blesses off. Then you are in the clear.
If you choose to take the max time, chances are you will get away with it. If you get caught, likely you will get by with little more than a negative counseling and an order to end your leave and report immediately.
I think it is pretty clear where I stand on things, but I am retired, so what I say has little bearing on what actually happens. Let conscience be your guide and do what your rank can handle.

Roger, basically we are still "hunting" for a place to live. The one we found won't be ready till the 9th anyways, so in mean time we are looking other apartments and houses.

Sign in on your report date (10JUL22). Ignore every other comment on here that does not specifically say that.
Your DA31 covers you from the time you signed out of your losing unit to the time you report to your gaining unit, as stated on your orders. PTDY is just uncharged leave and, as you said, is approved at the O6 level. No need to go to JAG.
