There is a real difference between an administrative advancement in rank and an actual "promotion"....although the terms are often used interchangeably. Most First Sergeants know the answer. However, it also technically relates to the officer corps beyond initial commissioning.

SSgt Ingram, in fact, no they are not. Will see how this plays out before responding in detail. While in essence all are "promos" in that they reflect a higher rank (not necessarily grade), some are purely administrative, non competitive.
