Could he have? Yes. It is possible. A wiretap is not hard to do. It's hard to to paper trail and legal wise but easy otherwise. You simply work back a phone junction for land lines and isolate his number or numbers. For the case of cell phones it is a bit more hi tech but again can be done.

Likely it was not done on direct official orders so as to keep deniability.

Did he do it outright? Probably not? If anything it would have been a wink, wink, nudge, nudge sort of arrangement. Will it ever be proven? Probably not. It's most unlikely that it will be proved or disproved.

We know the wiretapping was done. That much is pretty clear. Was it done on orders of the president? We may never know for sure. Even IF he did, I am sure it was done in a way that would provide plausible deniability. I am also sure even if some flipped on Obama, any leaks/action before Nov 3 will be chalked up to politics.

When a person contacts a country that we are watching because we watch everyone friend or foe with in the US. They make them selves someone that needs or gets investigated. Ones that naive that call the Russians put themselves under investigation. We watch Israel, that's hope we figured out Jonathan Pollard's was giving our secrets to Israel.

The bottom line up front is yes. President Obama could have ordered Trump to be wiretapped during his election campaign just as President Trump could have known and kept quiet about the 2016 elections with his Russian buddies. Its been going on since J. Edgar Hoover instructed his goons to wiretap MLK, Malcolm X, and anyone else they deemed a threat. Richard Nixon was no better with the Watergate scandal. Ronald Reagan was the man during his presidency but damn if he didn't leave Ollie North holding the bag of the Iran Contra scandal and what about Bush Junior. We went to war to find weapons of mass destruction and didn't find one bomb, a slingshot, or nuclear mosquitoes. All we found was Hussein in a spider hole and a bunch of hell and death from a group of people who hated us so much they violated our freedom when they attacked us. Now we have a man in office who loves to gloat about what he does while the poor get poorer and the rich get richer. Can anyone really agree with Amazon, Walmart, and entertainment artists like Kanye West receiving billions of dollars to support and bail out their business while the small business owners take a nosedive and crash along with their staff? WTH! We spend more time arguing over BS than addressing the real issues at hand. President Trump's administration was aware of bounties on the heads of US Soldiers by the Russians but no one has addressed that. What could a commander or CSM say to the family members of one of their own killed under this bounty, knowing the administration knew about it and did nothing? Why are staff members of the Trump administration unable to persuade their boss to not send US troops to control civilians who are protesting over the murder of an innocent man in the streets by the very people sworn to serve and protect? To add insult to the injuries the people have already endured, he goes before the US Supreme Court to make a last-ditch effort to disband Obama care. Why? So the American people can really fall into an extreme state of anarchy? Focus on the pandemic and how to combat this so we can get back to the business at hand. It's not like President Trump didn't receive a playbook from the last administration on how to prepare and protect against a possible pandemic. Damn! I never thought I would see the day when a retired NCO would find themselves in the middle of a fight resulting in a customer pointing his weapon at other customers because he was asked to put on his mask while waiting in line. SMH. If you think that is bad, pull Obamacare and you will see and unrest in Florida that you haven't seen in decades. I live here and poverty affects all ethnic groups. They depend on the Affordable Care Act to take care of their children, family members, and themselves, especially those with pre-existing conditions. It's mind-boggling to me. I don't care what party you belong to. I always vote for the most qualified which comes down to the lesser of two evils. No one is clean in politics, no one! Let's deal with the mess we have going on now and let the rest take care of itself in due time. That's my take on it.

Trump would have to convince a federal judge to authorize the wiretap, and the chance is very slim to highly improbable that any judge would issue court ordered surveillance of a former U.S. president. That's judicially very risky. Especially since Obama still has a security clearance and unfettered access to the federal government apparatus. Interestingly, Obama, prior to leaving office, finalized new rules that allow the National Security Agency to share information it gleans from its vast international surveillance apparatus with the 16 other agencies that make up the U.S. intelligence community, firming up the changes before Trump took office to make it harder for the incoming president to encroach even further on civil liberties.
