Do you think wearing one of these coats could lead to harassment by Veterans who have earned the right to wear it?

I don't think so. Anyone can go to an Army-Navy surplus store and buy something similar, and then wear it. Nobody harasses people when they do that (unless they're attempting to wear a full uniform, which this coat isn't).

The price tag would be worth some mocking but I am not sure I would be able to tell the difference and I suspect I will never actually see a live human in one of these.

Since it has Naval rank insignia; I would think that you wouldn't want to wear the Pea Coat- if in fact you are not military.
