Including COVID-19 quarantine time, I spent more then thirty days active duty.

The phrase "support" was further defined as any administrative, logistics, planning, operational, technical, or readiness activity, which provides support to an operation of the Global War on Terrorism.

In my mind, CTC rotations are a readiness activity and covered by the definition of "support".

Looking for some definitive answers (although it is ultimately approved by BN commander, I want some weight to back it up).

Eligibility is based on individual orders stating "in support of OPERATION" one of the following:
NOBLE EAGLE
ENDURING FREEDOM
INHERENT RESOLVE
FREEDOM’S SENTINEL
PACIFIC EAGLE – PHILIPPINES

A CTC rotation is essentially an AT, not an activation or mobilization, and not in direct support of one of the operations listed.
Your time at train up at the mob platform enroute to a deployment in support of any of the above is eligible for a GWOTSM.

1. GWOTSM: The Global War on Terrorism Service Medal (GWOTSM) was established by Executive Order 13289, 12 March 2003. It is authorized for award to members of the Armed Forces of the United States who have participated in or served in support operations in the Global War on Terrorism (GWOT) operations outside of the designated areas of eligibility (AOE) for the GWOTEM (see GWOTEM Q&A), on or after 11 September 2001 to a future date to be determined.

a. All Soldiers on active duty, including RC Soldiers activated, or ARNG Soldiers activated on or after 11 September 2001 until a date to be determined and having served 30 consecutive days or 60 nonconsecutive days are authorized the GWOTSM. Soldiers must be assigned, attached, or mobilized to a unit supporting approved operations listed in paragraph d below for 30 consecutive days or for 60 nonconsecutive days. Or, regardless of time served while on active duty in the Military Services on or after September 11, 2001, the Service member was either engaged in actual combat; or was killed, wounded, or died not due to negligence or wrongful misconduct. Soldiers in a training status (basic or advanced individual training) are not eligible for receipt of this award until assigned to their first duty station.

b. The military service of the Service member on which qualification for the award of the GWOT SM is based must have been honorable.

c. A complete list of operations and areas of eligibility approved for award of the GWOTSM is available at: https://prhome.defense.gov/M-RA/Inside-M-RA/MPP/OEPM/.

d. Service in an operationally deployed status abroad within a designated AOE (as identified in para d above) merits primary eligibility for the GWOTEM; personnel supporting GWOT in a nondeployed status, whether stationed at home (in the United States) or overseas, are eligible only for the GWOTSM.

e. Service members may be awarded both the GWOTEM and the GWOTSM if they meet the criteria for both awards; however, the qualifying service period used to establish eligibility for one award cannot be used to justify eligibility for the other award.
