I have turned in three DA 4187 requesting ALC in the past year, and after much wrangling finally got some action. After being received at HRC it was returned, action denied, based on a MILPER message that is about to come out that will make ALC DA select only and the OML, maintained at HRC, will be based on highest promotion points. Has anyone else heard of this?

Try calling you PDNCO at branch directly. I attend both ALC/SLC without a 4187 but just calling and requesting a slot. While it is true you are supposed to be promotable there are waivers for everything. The only draw back is sometimes they overbook the course and if someone is promotable and your not you can show up and get sent right back home,

Priority will go to SSG and promotable sergeants. Also depending on your MOS, ALC could be limited.

I am promotable. There is an ALC class in OCT that, accordjng to ATTRS is not filled.

With our MOS being low density and only have a handful of classes a year, to follow in guidance of the select, train, promote policy I can see this happening. Obviously SSG's who have not gone and promotable SGT's next priority and finally SGT's that haven't been boarded but if allocations are available will be enrolled. I can confirm with Ms. Williams at HRC but that's my understanding now.

SFC I sent my 4187 more then a year ago. At that time you had to be promote able before you could attend and there were some issues with going to a board at my current station. We'll this month I have aquire the blessing to attend the Oct promo board with a supporting unit. Maybe I'll get picked up before JAN but if not I can't find any ALC for 68 T scheduled after that soooo not sure how that's gonna go. My understanding is that now HTC doesn't take 4187s they select you. Very frustrated.

You could try requesting a class on the short notice list. If someone cancels out they'd rather send someone with little notice than let the seat go vacant.

There is a class in OCT that is not filled according to ATTRS. They say they are not accepting any 4187s requesting ALC. My first two actions were unanswered which is why I put in three.

I know you must be promotable to attend ALC/SLC. The promotion points thing sounds a little ridiculous.
