Is this an act of terror or just someone stealing weapons?

I guess I am wondering about the security measures in place? That does not sound like it was necessarily a "quiet" or fast job! Alarms? Cameras?

It's almost always an inside job when this happens. Like others said, one does not simply use their ninja skills to break into a vault undetected.
We had one guy do this while I was in the Guard. He mailed himself a package to his home with 20+ pistols as the unit was deploying. It showed up and his wife called the Armory to ask if they wanted to come get their guns. He would have actually gotten away with it too.
