LTC John Thomas Colonel, I believe that ribbon is the Philippine Liberation Medal.

It is indeed the Philippine Liberation ribbon, LTC John Thomas. My father was awarded those same exact medals during WWII. You may wish to research a little more, because with those awards, it’s highly likely your father would also have been authorized wear of the WWII Victory Medal.
As an aside, as you have the ribbons placed, they are in inverse order of precedence. The Philippine Liberation ribbon should be worn to the wearer’s left, as it is a foreign award and must follow all U.S. awards in order of precedence.
Here’s the way my father wore his ribbons.

Yes, Philippines Liberation. This is top row of my dad’s rack: Asia-Pacific Campaign with 1 arrowhead and 3 battle stars. WW II Victory Medal and Philippines Liberation with one battle star. It’s a little blurry because it’s a bit faded and behind glass.

MSgt Richard Randall, it seems like your father would also have been authorized wear of the American Campaign Medal. Have you ever researched to see if he just somehow missed this?

Thank you. Yes, he was authorized that as well. My inquiry was just focused on the one I could not identify (partially because the colors had faded from their original "red"). Thanks again.

LTC Stephen C. - My dad took his Army stuff to a person who clearly didn’t know how to properly display military medals and awards. He does have the American Campaign ribbon (but no medal – probably lost long ago) along with the Good Conduct ribbon, and medal, displayed a bit lower in his shadow box. He probably should have been awarded the Purple Heart for wounds and injuries he received in the Philippines. I asked him why he didn’t receive the PH he said, “…they only gave those to the dead guys.” He did receive 60% VA disability benefits so I believe that was more important to him than a medal.
