It varies by state, but it is usually based on both income and number of dependents. The more people you have dependent upon you, the less your E7 pay/pension goes!
I know because I tried to file for WIC when I got let go from my first job I had after I retired from the Navy but was told I made too much for the amount of dependents I had/have (a wife and 1 child) even with just my Navy pension. This was in California.
