I’ve been in for almost 9 years (I know I’ve been in this long and haven’t been promoted) and I’ve had my DA select “p” status for 4 of those years. I got flagged for ht/wt and passed it a month later. Shouldn’t I get my status back? And how do I get it back?

You have to attend the board again. If your flag was removed favorably, such as you were under investigation but were cleared, you would get your promotable status back. Your flag was closed unfavorably, you now have to be recommended for promotion again.

Why was it deemed “unfavorable” if I passed the next ht/wt the following month? And do you know what regulation I can look into? I read AR 600-8-19 and didn’t seem to find anything on it really

SPC James Brown because it wasn't closed favorably. Favorably means you shouldn't have ever been flagged or the flag was in error. Unfavorably means the flag was valid and now you've overcome it. There's a whole regulation on flags you can look at called Suspension of Favorable Actions

SPC James Brown you're over thinking all of this on the technicalities. The Army looks at it like this - you must be fully qualified for promotion to appear before a board. Then the board recommends you for promotion. If you become disqualified for any reason, you have lost the recommendation and have to get it again. Being flagged means you were not qualified. The only time you would keep your promotion recommendation after being flagged is if the flag was found to be erroneous and you should not have been flagged in the first place. The same exact thing would have happened if you received UCMJ without losing rank.
If you have met all the conditions to have the flag removed, check with the PAC to see if it has actually been removed. If not, talk with your leadership.
