Dear Mom---

You are up there..in the universe what happened?

Will we ever really know??

For whatever reason my mind wants to think …

You know its mothers day…

A celebration…

It seems like they get to remember and or talk and so will I remember and talk and put puzzle pieces together

Wow you had me first born baby to a wounded soldier army infantry 11LIB

But I really dont think you knew he was a solider. He was 28 you were 18. He did not talk about it because well the things taht happen between 18 an 20 well you can blank out and forget.

I know because well honestly it happened to me in the Navy

So much to the point I tried to join the Army all together to get off that ship

I was 22.

You were there. You I remember and my fiance well everyone was actually

I was really not there I was not feeling well a few bad experiences on the ship can really alter reality

Look mom this is not easy and you deserve love

I fought mom a battle of years to get approved for a voucher for housing as a humanitarian gesture...from the va…

Dad did not get into the va system himself recognized like nearly 4 decades …

You both are in heaven man i am here...and the va fought me..the bcnr denied me…

They wont even examine a single detail of being in deck department on a guided missile frigate

Nope all the denails of my mental health connection to military duty were actually would actully point to my fiance leaving me as the cause. They ignored the ship and anything to do with the ship and actually targeted one statement in records that said my fiance best friend of 4 years was leaving They never once said that the ship and what was happening on the shup caused these issues which caused you to have relationship issues.. Nope ignore the job and blame the best friend fiance

Look I know you probably think your son deserves a better life...and better treatment...i mean i never talked about the ship when you were here...much like dad never talked about the army

I joined to make you proud..

Good Morning Sir

GYSgt,

Your the Man.

If you have a minute look at this report. I found it literally 2 weeks ago. I took me literally 8 years of research. I still don't now why the VA or BCNR won't mention the details of my assignment which are all on the internet in Navy Reports. I finally found the top dog Captain Boykin wrote a report. It covers exactly what I have been discussing, including $10 special duty assignment pay... It is obvious why I tried to transfer to the Army in 98, to try to get away...

1983
NAVAL RESERVE FORCE ASW FRIGATE MANPOWER STUDY FINAL REPORT
A Joint Project Between
THE CHIEF OF NAVAL RESERVE
Captain Milton L. Boykin, USNR-R
and
THE MOBILIZATION CONCEPTS DEVELOPMENT CENTER
NATIONAL DEFENSE UNIVERSITY
Commander Hardy L. Merritt, USNR

Introduction
The operational readiness of the Navy depends to a large extent upon the
training and education of its reserve personnel. This is especially true
since the advent of the All Volunteer Force (AVY). The AVF concept relies
upon a small professional active-duty force supported by a well-trained
reserve

The enlargement of the Naval Reserve Force is consistent with the
implementation of what the Department of the Navy calls the "One Navy" policy;
that is, the active duty and reserve entities are considered part of a
coordinated mobilization force. The reserve components most closely
associated with their active-duty counterparts, other that the naval aviation
squadrons are the Naval Reserve Force ships.

NRF ships also have active-duty fleet support assignments which means that
they are occasionally not in port when the reservists arrive to drill. Some
reservists have driven long distances to the ship only to find themselves
temporarily assigned to the Naval Reserve Center. When they report aboard the
NRF ships, the active-duty personnel assigned as part of the ship's crew
sometimes resent their arrival, feeling that if they were assigned to a
regular fleet ship they would probably not have to work on the weekends.
Because of these conditions, those required to drill aboard NRF ships are
often dissatisfied and are frequently perceived as poor performers.

Not only is there a manpower problem
supporting the existing Naval Reserve Force ships (DDs and MSOs), but there is
a future manpower problem of even larger proportions in manning the new
FF-1052 / FFG-7 class ships.

SUMMARY OF FINDINGS

13. Sea pay plus a $10.00 per drill bonus is adequate compensation for tne
relatively more arduous drill requirements of being assigned to a NRF ship.

1997 Hassay is 21, 3 years into being on a NRF FFG--and starts getting an extra 10 dollars capped at $600 special duty assignment pay.

And it finally happened! The purse was opened and out came $10 dollars extra to buy a hamburger while you were ill from the Navy ship with no medical care access as a reserve enlisted you will soon see----

25 APR 1997
COMNAVRESFOR INSTRUCTION 1001.5C
Subj: ADMINISTRATIVE PROCEDURES FOR THE SELECTED RESERVE (SELRES)
NRF. . . . . . . . . . . Naval Reserve Force
The entry will reflect the starting, stopping, or idling
of the members’s counter per SECNAVINST 7220.77c. Activities where personnel
normally experience a large number of brief sea duty periods, such as fleet
training units, may make a quarterly summary entry of sea duty days credited
each member.
1403. Special Pay and Allowances. Naval Reservists may also receive other
military compensation, whether pay or allowances, when authorized by Congress,
depending on the nature of their duty assignment, their military speciality,
where they are stationed, and the duration of their orders.
a. Naval Reserve Fleet Pay. Reservists assigned to NRF Ships (specified
in COMNAVSURFRESFOR annual message) are authorized an additional $10 per IDT
period up to 60 IDT periods per FY.
b. Diving Duty Pay.
c. Aviation Career Incentive Pay (ACIP).
d. Special Pay (Medical).
e. Special Pay (Other). Certain other Reservists (such as submariners,SEALS , etc.)
