How soon after graduating Basic Leaders Course (BLC) are the promotion orders issued?

Under the new system I had to wait for points to post for the next month(graduated 17 Mar) so the April list and pinned May 1. Your graduation certificate has to post before the point cutoff day and you have to make points for that month.

Yup. Most schoolhouses are good about sending 1059s to HRC. Some are better or worse at it than others, but the reg says that they should be in before the 8th of the month following the class graduation. Then you have to make points for the month of or after (depending on when your 1059 is submitted and received by HRC).

For national guard ad well? I thought after graduation it was just waiting on orders for promotion

Depends if you're in the Guard or Active duty.
If you are Guard you have to wait until the EPS list is posted for the year in your state. You need an E4 eval done to be on the promotion list. Unless you are in the step program and in the E5 slot, I do not think it's immediate.

As of 2021 promotion point cutoff scores will be recorded while IA at BLC. If a soldier who is at BLC currently has passing promotion points for their MOS they will be promoted the next month after having a Promotable status and successfully completing BLC.
