How to submit an idea using AR 5-17, Army Ideas for Excellence Program?

I want to submit an idea for consideration regarding optimization of documentation and distribution, reproduction savings, etc.
AR 5-17 pretty much covers the procedure to submit a formal proposal for consideration, but not knowing anyone who has ever submitted an idea to the Army, I wonder, is anyone here at RP with experience on doing so?
Any pointers? Do's and Don'ts?

I would like to build a "guidance system for rockets to be able to zero in on submarines" . The system can be done with or without a second ship.

I am sorry to say due to budgetary restraints, the Amy Ideas for Excellence Program has been discontinued.

I have heard stories. In the Air Force, their was a procedure to do maintenance and replace a certain part of an aircraft. It took so many labor hours and it took crews of people to take the aircraft apart and put it back together. Then, a maintenance soldier found a way to do it without taking apart the aircraft. That soldier got compensated 20,000 dollars from the Air Force. I'm not sure if the program is still available for the Army Component. The Army Excellence Program was mentioned on the PPBE course.
