I have a peer who is an early commission graduate from a military institute. Is he not rated until he completes his degree & BOLC?

Until he gets assigned to a unit reserve or active how can he get rated? Therefore his first evaluation even if it's as a 1LT due only to time in grade will come from the school house then an OER.

LTC John Mohor If he Is in a degree completion status, he may receive a 1059 (civilian institution one, not a military schooling 1059) when he completes the program to account for his time in his file. I have such a 1059 from my advanced civil schooling detour.

This is too vague. What component is he? Rated? You mean with an OER or an academic evaluation? Is he an SMP serving in an officer's billet in a drilling unit? Is he on an educational delay?

Apologies, Sir. The question box is limited to so many characters. SM is a drilling Army Reservist (TPU), and the question is if he is to be rated on an OER or not. He is not on any delay-program, graduating from an academy entitles him to commission prior to completing his degree. He is not SMP as he is commissioned, no longer a cadet.

IRR meaning individual ready reserve not individual retired reserve of course.
