I’m in my initial tour of recruiting for AGR. Can I transfer back to my unit in another AGR job? Can I resign from this and apply for it?

Your initial AGR tour is 3 years in that job.
You can apply for any AGR vacancy after that 3rd year.
You can apply for any AGR vacancy after 18 months if you have an approved ETP.
If you are a hard working, motivated AGR, but just having no luck at recruiting, you might get an early rehabilitative transfer to another AGR vacancy, or you might just get dropped.
If you resign, you must wait 12 months before you apply for another AGR position.

SGM (Join to see) would you know if it is possible to REFRAD from AGR back to TPU, while still having enough time to ETS?

Absolutely.
Most commands require the request to be 3-6 months out, or an ETP for less than that, a plan to use or cash all accrued leave, and sometimes proof of a follow on job for the TPU/MDAY.
