I’m national guard and want to marry an active duty soldier that is going to be stationed in Germany. Would I be able to go with him?

You can absolutely go.
You are Guard, so you cannot SUTA drills OCONUS, and you probably don't want to spend $800 to fly to drill...
What you can do is transfer to the Army Reserve, and either join a reserve unit in Germany, or one CONUS that will allow you to SUTA with a unit in Germany, or transfer to the IRR and not have to drill, or request a discharge to get out of the Guard.

You would be the dependent. The USAR can't prevent you from moving, just as if your husband were not AD and he had to move to accept a job. You simply change units or request to transfer to the IRR.

You need to have a conversation with your current CO of your reserve unit to discuss the situation. It might be possible to RST with a unit in Germany, but it would require collaboration with your current unit and the unit you wish to RST with. Communication would be the key!
