I was barred for APFT due to not taking a PT Test because of the temporary profiles I was on I had swollen tendons in both feet. I was never given the chance to get a permanent profile by my doctor. . .I do not know why honestly. Anyway, I got out, got better, and now have my degree and want to become an officer. Can a 28 year old prior service specialist be accepted into OCS? I have RE code 3.

I'd say your feet aren't going to get any more resilient with age. Not trying to piss on your parade. Just being honest.

I would say the only to know is to try. If you don't try the answer is "No". In order to reenlist, you would need a waiver.

I realize you'd want army, most likely, you could try other svcs, sometimes rules vary, I'd also look at USPHS commissioned corps, for info tech (IT), and med informatics, espec related to HIPAA and privacy of patient records, they do take Bach level for some things, incl engrg, I know that's likely not what youd want, however, I merely mention it as a possibility, honest, hope was of at least some interest, many thanks.

It usually depends on the code they gave you when you got out. You may still be eligible to go back in, may need a waiver, or that damn code may screw your chances of going back in altogether. A recruiter should be able to tell you.

SPC Jesse O - The codes are usually pretty specific. It will state the reason for denial of re-enlistment.

Then you are eleigible with a waiver to re-enlist, but the commissioned side may have different regs altogether.
