If I found an unsecured package marked Top Secret with only a Secret Clearance and no need-to-know, what is the proper course of action?

1SG (Join to see) - You may be right, 1SG, but I assure you we don't play games with TS Codeword information. The contents may be totally unclassified for all we know, but my recommendation stands: the soldier must turn in the package to proper security controls having similar clearance.

If this is not a hoax, Kevin Smith had better find authorized recipients of the package. Notice he preceded his question with the word, "if."
