I understand that if I withdraw from a course and reduce my credit hours , there will be an overpayment charged to me by the VA; but what if I replace that class with one of equal value so that my credit hours remain the same? I heard they are essentially supposed to cancel each other out and that the school will handle the money with the VA without me having to pay the VA directly. Can anyone explain the process in detail? Perhaps I am confusing things.

By no means am I throwing rocks at the RP Board of Experts, but if I were you, I'd ask the Military and VA rep at your college's financial office.

Check with your VA rep, but if the dropped course is within the schools drop/add time frame you are generally ok. If it is not & is after the time frame, they might not cover it.

I did it today and the registration adjustment period ends next Tuesday, so hopefully it goes through. Thank you for your help.
