If my rater has me exceeds the standard, but my senior has "qualified" would this send mixed signals to the SFC board?

This is my 3rd NCOER as a SSG. I'm getting looked at for SFC this year. My first NCOER has me highly qualified, 2nd has me qualified but rated 2 of 3 and this current NCOER has me rated as 1of 2 for my rater comments but my senior rater comments says top 50%. I my 1SG and CSM reviewed it and told my senior rater to fix my NCOER. However, my senior rater only changed grammar and wording. With that being said, would having my rater rate me 1 of 2 and exceeds standards and my senior rater having me qualified, would that be confusing to the the senior promotion board members when they look at my NCOERs? I'm am currently sitting in a 40 level position as an operation NCO, this NCOER is from when I was a section leader (30 level).

Have you read the board AARs for your CMF? They are very specific about what the board considers and found competitive or non-competitive, misleading, or confusing. Nobody can tell board members how they have to vote, so nobody can tell you what they will or won't find confusing.
Open the AARs and use their guidance to align your NCOERs. Also, your CSM and 1SG can't force your senior rater to change their evaluation, their job is to ensure it aligns with regulation and policy. Command teams have been relieved for undue command influence for things like that.
Your current 40 level position has nothing to do with your previous rating period, the rater can only evaluate that time period. If you want the board to know your current work you can have a complete the record NCOER or write a letter to the board.

Don't know about the Army but if I was looking I would put more credence on the ground truth commander. Just my opinion.
SFC Boyd is on track as always. I would only add that receiving a Complete the record would reflect that your unit thought enough of you abilities to trust you in an important position a level up. I see a Brown round I assume Drill Sgt. Bottom line is the board looks at the totality of your record, while they are older, more senior and wiser than most, they still receive extensive overviews on board proceeding, policies and regulations. They also board by committee, your records are seen by more than one member and the eight values have to be within a certain tolerance. This may have changed some but not a lot, I am sure.
To truly cover the board process in its entirety would take much more time and space than RP has to offer, rest assured it is a good system.
